Emma Bergwever is a child and family social worker with a wealth of experience in mental health, child protection, youth, and family-support services.
Emma graduated in 2003 with a Bachelor of Social Work and a Bachelor of Arts (Women’s Studies) from the University of Queensland. Continuing from her final social work placement in child and youth mental health services, she worked as a clinician and then team leader before moving into a senior manager role in clinical quality and safety. Her practice was informed by family systems, developmental, cognitive-behavioural, trauma and neurobiological, and psychodynamic theories and approaches.
In 2015, while team leading, Emma earned a Master of Public Health from Griffith University (Qld). This advanced study in the social determinants of health further enriched her practice, emphasising the role of broader social contexts and the impact of structural inequalities on health and disease.
In late 2018, Emma transitioned into child protection practice with the Department (Child Safety), driven by a longstanding commitment to supporting children and families facing child protection concerns. As the Department’s inaugural practice lead for mental health, she supported the implementation of the Strengthening Families Protecting Children Framework for Practice, developing a mental health approach fit for child protection practice. This was inspired by positive psychology, strengths-based approaches and appreciative inquiry, framing mental health as a capacity to be nurtured and developed. Also informing this was Social and Emotional Wellbeing concepts for Aboriginal and Torres Strait Islander peoples.
Emma’s commitment to quality and safety extended to her roles in Queensland Health and as an advisor to the Department’s internal serious injury and death review function, and beyond to other roles. Recognising that finding blame in individual practice is not effective in preventing incidents, she pursued studies in safety sciences and earned a Graduate Certificate in Safety Leadership in 2022 from Griffith University. She remains enthusiastic about Safety II approaches, which view safety as a positive, emergent system quality rather than merely the absence of risk. These ideas now strongly influence her work, where she brings innovative approaches to organisations in all areas of practice such as quality and safety system development, practice framework implementation, training, supervision, and incident management.
As well as working for government organisations, Emma has gained valuable experience in the not-for-profit sector, in secondary child protection and youth mental health and support services, allowing her to draw on a broad and diverse range of expertise in her professional endeavours.

Depending on the nature of the work, a quotation will be provided at an hourly, half-day, or full-day rate.
Practitioners who are independently seeking and paying for their own supervision are offered a discounted rate.
Yes. Emma is available to work with practitioners and organisations within southeast Queensland and further afield. She can accommodate multi-day visits depending on your location and needs. Remote consulting is available.
Emma is a member of the Australian Association of Social Workers and the Child Protection Practitioners Association of Queensland. She is an associate member of PeakCare (QLD).
